Just need a pump circuit, but that's easy, made one when I was 15. Then a monochromator, and you can have any frequency of light you want, since the Xe puts out the broadest spectrum of any known terrestrial source. A pair of quartz Risley prisms is preferable. One could conceivably just buy a strobe light from radio shaft and set it to some of the Noogy frequencies, to obtain a higher power output than the sota and for a lot less cash.
