Actually Hulda had her son make a circuit for a particular organism. So anyone could afford to get the frequency without purchasing an expensive frequency generator. According to Hulda, the positive offset was an accident caused by the use of the battery in the circuit. Later she found that it killed more than the intended target pathogen.
