My understanding is that this started as a way to prevent radical, fundamental literature that might incite riots (or whatever) from being available in prison libraries. Of course, the only way they could find to right legislation without being accused of discriminating again one particular group was to ban a large number of books. Unbelievable.

On top of that, individual prisoners can be sent any book they want, and they are free to pass it to others.

So the good goes out with the bad.
