If you look at the lists there are many that don't contain 5 nominees- some that don't contain 10, a few that have 10+,
In effect the nominees in the short lists are already elected by being named nominee
the real question is who populated the nominee list

They, in effect, picked the moderators already based on the number needed

It's kinda the no vote vote- here is the list pick from among them- oh we need them all so they are all in effect elected
