3 y old playing with yourself, spanking the monkey?

hello everyone. my daughter, who is almost 3 , is showing interest in her privates and sometimess I have found her inspecting them. she puts off her knickers and sits on the floor. She says she is "touching the hole down there"
I don't know how I should react, should I tell her not to do that? or should I tell her that such things only have to be done when all alone ,i.e. in her bed? so far I told her thAt no one can touch her privates and she shouldn't touch anybody else's either ( at times she triea to touch mine too, she also tries to peek when her dad is showering or peeing etc)
I don't know whether this behavior is normal. should I think she has some trouble? I am 100% sure she did never suffer any sexual abuse.
