it is amazing how adept big corp are at pushing off their expenses onto the tax payers. of course ALL the profits are theirs, but the expenses necessary to create those profits should be shared by one and all dont you know. i suspect thas what was going on, the corp wanted the taxpayers to pay for drilling and expense necessary to find out how deep they could dig without disrupting the spring. maybe they did find out, but just didn't feel like sharing hte knowledge.
