Who is responsible?

Question:

To what degree are target countries responsible themselves for terrorism? Israel, USA, Russia, Spain, UK,.. ?

Another Question:

Why don't we see terrorist activities in countries who's foreign policy is less aggressive, like Sweden, Denmark, Switzerland, Luxembourg ...

If it is true that terrorist are mainly attacking free countries, free world, why not attack Austria or Belgium?
