Rinsing red or green Bell peppers doesn't do much to clean them. Use a drop of dishwashing liquid to clean them while they are still whole. Rinse thoroughly. The texture will be rough to the touch. I heard that store bought peppers have pesticides that are oily (waterproof) and give them the greasy slick texture. Not sure if that's acurate but it sure gets a lot of whatever-it-is off the skin. I suppose this could work with apples too if you eat the skin.
