question regarding a divorce process

if someone gets married in Virginia (USA) and one of the people are American and the other id Canadian.....which law over rides the other with divorce proceedings? This person is going through this- his soon to be ex is ginving him a hard time saying in Quebec you have to be separated for a year before getting a divorce...but the fact remains they got married in Virgina and here you only have to be separated 6 months. i think she is trying to delay it as much as possible. she is now living in Quebec. he had tried to explain to her that Virginia law is the law to be recognized but she won;t hear it. do you know the truth of this?
