voltage drops

I’m sure this is very basic but can’t find the answer. Can anybody help.

My Colloidal Silver generator: I have a millimeter in series with a 1mg potentiometer.

I keep at 1mg but the voltage drops drastically no matter what the voltage is from the power source.
This happens even with a 1mg resistor in series.

When I bypass the 1mg Potentiometer and Multimeter the volts go up to the required amount.
Ive lost my current regulating diode but imagine the same results with it
