photo What is wrong below my eyes?

I’ve had this swelling below my eyes at the inner bottom eyelid right in the corner of both eyes for years now. The skin is slightly discolored, and some days the swelling and discoloration is much more noticeable. No pain from them, but if I press on the areas it just feels like something is under the skin. Like a ball or something.

I’m 26 now, it randomly appeared when I was probably around 22. I can’t find anyone else who has ever had this problem. ENT I used to see basically said he didn’t know what it was.

I’m relatively healthy, 150 lb, 6’1, male.

p.s. I do not believe it is xanthelasma as my cholesterol levels are perfectly normal and xanthelasma looks slightly different.
