How do I heal a severe diabetic foot ulcer

I just joined this site as I noticed the following post.
Someone I know urgently needs help with a diabetic foot ulcer that he has had for two years.
Right now it's very bad and I'm searching for something to completely heal his foot.
Has anyone else used this first aid ointment mentioned in this article below? I am VERY CONCERNED and I KNOW THERE IS AN ANSWER TO HIS HEALING, I JUST NEED ASSISTANCE.
He has tried so many things nothing has worked yet.
I live in South Africa and was wondering if this ointment works, how I can get some.
Castellani Paint Modified" - First Aid Antiseptic Agent. -Note: ONLY for EXTERNAL ulcers...do NOT take solution internally! Not every pharmacy has it, so shop around, and it is about $30. But you can buy it over the counter!!! No prescription needed. Here is how I use it: Only use Q-TIPS. 1. Put the Q-tip into the bottle and hold it there for a few seconds. 2. Then just paint the "Castellani" all over the ulcerated area. Mke sure to cover well. 3. Let it dry thoroughly. NO need to add bandages or dressings at all or any other medications or ointment...ALL YOU NEED IS THIS SOLUTION! 4. It does take awhile, but it dries out the ulcer and puts a PROTECTIVE layer over the top of the ulcer while it heals from the inside. 5. As the ulcer starts to heal, you can take the Q-tip and hold it sideways and start rolling it over the ulcer and start putting pressure on it to see if it will make any pus from the ulcer pop out.
