The FDA is basically owned and controlled by the medical / pharmaceutical industry. Almost all of the top employees of the FDA are from these industries. There is an extreme prejudice against anything that might reduce the profits of those industries, especially if a product is good enough to threaten any part of that industry.

These are the people who have banned the use of substances such as Colloidal Silver , medical marijuana, and electronic devices such as Rife and Zappers.
