Again, I do not claim this. I only claim "reaches".
Various tissues in the body have differences in resistance as well as in other factors. It is an absolute given that bone is not going to conduct as well as the lymphatic system or as well as the blood. The nerves on the other hand, are designed to be conductors.
Older zappers, as well as those that use pennies or wrist straps, do not "reach" because their current is limited by the smaller skin contact area, which in turn increases resistance.

Or if the electrodes were placed close to the eyes or if, as previously mentioned, some nerves or ganglia happened to be closer than normal to the skin surface where the electrodes were applied.
