It's pretty-much impossible to actually know what's going on in there (swelling from infection, fluid from infection, and B&B/garlic oil). What you can know from reading all the B&B info from Dr. Christopher is that it's highly unlikely you're doing any harm
When you put the drops in, are you making sure they go completely/deeply all-the-way into the ear canal? And using enough of them? (review the info in the first link below about Dr. Christopher's "drops" and "how many"). When I do Rocky's, the drops tend to 'pool up' and just 'sit there' without going fully into the ear canal. I always need to tug on his earlobes to ensure the fluid goes all the way 'deep down'...and he can always sense/hear/feel when the fluid goes on in...and then he can barely hear at all for a few hours until the fluid assimilates.
If the drops go in as they are supposed to, you'll have little to no fluid on the cotton balls the next morning...and the 'water in the ear feeling' should be gone (or almost gone) by the next morning.
You may have a build-up of wax & debris in your ear canal (most of us do), and this, on top of the infection swelling/fluid, could be clogging up your ear canals a bit. If it's discomforting to you, then go ahead and do the earwash (pasted below, from here:

We do it this way (with the ear we're irrigating facing the floor) so that we don't 'push' too much solution into the ear canal; so that the solution doesn't further imbed the wax; and so that the fluid doesn't go in so deeply that it stays in.<<<
You don't want to do this earwash very often, as it can dry out the ear canals...but if it's remaining clogged all day, then perhaps you need it (if the 'clog' isn't just the swelling/fluid from the infection).
