No government conspiracy, just spam control measure.

We have spammers who join curezone and then start sending identical messages to every single poster inside one forum.

To counter those tactics, if someone, anyone, sends 4 identical messages to other curezone users, copy of one of those messages is automatically forwarded to Webmaster for review.

9 out of 10 times it is spam, and Webmaster usually blocks the author, or even server does it automatically.
If author of the identical messages have a long posting history on CureZone, server will not block him automatically. If there is no long posting history, server blocks the author automatically.

In your case, it wasn't spam and there was long posting history, so you were not blocked.

To avoid being harassed by spam control software, avoid sending more then 3 identical messages.
