Getting an oxygen tank filled without a prescription?

I'm considering an ozone generator. What I'm concerned about is buying one and not being able to use it because I won't be able to get the oxygen tank filled since I don't have a prescription. Is it usually difficult finding/getting someone to fill it? Is an oxygen concentrator necessary? I need the ozone therapy for breast lumps & throat.
