I would opine that the debate forums were not created with the idea that they were to be a place where things got ugly so much as a places to help keep distractions, prolonged debate and, yes, ugliness out of the support forums. In other words, to try to keep things that were not about healing, and even detrimental to healing, outside forums created for healing.
Insofar as what is actually considered proper behavior in the debate forums, I would suggest taking a look at the actions of the moderator in the Liver Flush debate forum and, when the issue was brought up here, how the Web Guy made his stance known via the rating given my post on the matter:

This is just my opinion, but I think Web Guy is about as benevolent a king as you will ever find. He is also very concerned about not in any way censoring free speech, and has posted as much many times. So much concerned, I believe, that a lot of behavior that has crossed the line when it comes to civility and TOS, has been allowed to happen just to be sure there is no actual or perceived censorship. I think that may explain why some people have believed that misbehavior is both condoned and welcomed here.
Plus, when you become a moderator, you are supposed to be as impartial as you can be for your forum - as I am sure you are appreciating. Now, imagine how much you might bend over backwards to be impartial if you were in effect the ultimate moderator of ALL forums.
It should be clear now that abusive behavoir and violations are neither desired or welcomed, and that actions by us mortal moderators to keep such actions controlled are desired and welcomed. In other words, the way I see it is that it is our job and obligation as moderators to take a cue and to make sure that our members, to whom the site really belongs, are not abused no matter what the forum, with the possible exception of the Public Trash Can, and that TOS violations are dealt with fairly yet firmly.
Again, just my two cents. And I have about used up my daily allowance . . .
