During the fast, your metabolism definitely slows down. Your core body temperature drops, your blood pressure drops, and heartbeat slows down. You have far less energy.
After the fast you will absorb food more efficiently, but you will be building up stocks of nutrient reserves and you won't exactly feel like running a marathon for quite a while, because you need to go careful on eating and digesting. In other words, low exercise = low metabolism. And there will be less of you to feed because you will have lost weight.
I found that my weight peaked after a few weeks refeeding and started to fall again.
I think the problem with some people is they refeed on low nutrient density food (junk food) and this fattens them up quickly, just as we fatten up feedlot cows with grain. They need to eat lots because their bodies crave nutrients after the fast. That then turns them into couch potatoes, i.e low metabolism.
I think what you say about more efficient eating is true, but I also think that fasting can directly and indirectly play havoc with your metabolism if you are not careful. Note that both mechanisms can lead to weight gain.
