It would be pretty hard to drink chlorine as it is a gas. In fact so is chlorine dioxide. This is the same exact gas used to disinfect the municipal water supplies. It has a much higher saturation rate than chlorine gas which is why it is used to chlorinate water. So people could save a lot of money by bottling up their own tap water. Although they would still have to deal with the toxic side effects.

And by the way, chlorine dioxide in water still displaces Iodine and therefore interferes with thyroid function.

By the way, there are various chlorine compounds collectively known as chlorine even though they are not all gases.

You should also look in to the production of trihalomethanes (THMs) through the reaction of chlorine dioxide on organic material. THMs are highly toxic carcinogens, and can form in to other hazardous compounds such as phosgene.
