This does look like mold. I'd have someone confirm, determine extent of its impact on the indoor air quality, and write a scope of work that will get you cleaned up and protected from this happening again. I can tell you part of that will include getting an exhaust fan in there once remediation is completed. The right exhaust fan running during bathes and showers can help remove moisture from the air.
