I think this may be likely the start of Morgellons... I don't think your descriiption is vague at all -- maybe just unrecognizable for someone not familiar with Morgellons. Here are two boards, so you might want to take a look at the list of symptoms from each -- one of these has something like 90 symptoms for the disease -- it appears to be dermatological initially, but it's truly a systemic disease, and some of the symptoms your mother may be experiencing but not relating these to the skin symptoms. Good luck to your mom and your family. BTW, did your mother experience any problems with insect bites before this happened?
