The comparison of when our lips are in a crusty phase to a callus(hard thick skin on feet).

This wiki page helped alot. Salicylic acid may be the cure. It prevents the formation of hard thick skin aka keratin. Possibly constant application over a long period of time of Salicylic acid will cure the lips. This meaning no interference, leave the lips alone and apply Salycylic acid. It may be messy but the skin will cure itself eventually with the absence of keratin.
