Hormone imbalance??

Hello, I have a female Chow Chow who is almost 11 months old... She went into her first heat at about 7 months... It was a very long heat cycle, and ever since then, she's had a very swollen vulva, and nipples a little swollen as well... I expected her vulva to shrink up after she came out of heat...but it stayed the same.. You think she could have a hormonal imbalance? ..She's strictly a house dog, and I've chosen not to spay her because I want her as natural and healthy as possible... So does anyone have any experience with this, and know what's going on with her??
