I'm afraid your knowledge of modern Palestinian political issues is a little off; for a start, Palestinians were killing each other much earlier than Hamas started as an extreme militant organisation against the occupation (it also built schools and hospitals too during this time).
No Palestinian Government since British Mandate has fulfilled the requirement of its people, because it doesn't actually have any money. Taxes are collected by the Israeli Government, and then it decides every year whether or not to allow the taxation (and usually not in full anyway) is allowed to go back to the Palestinian Legislative Authority. Israel therefore has the power to completely stop the entire Palestinian Budget when it feels like, and has done before; again much earlier than Hamas joined the democratic process in 2005 and its eventual cease of suicide bombings against Israeli citizens soon after.
It is also illegal for anyone to bring money into the Palestinian territories, meaning every US dollar (which tends to be the going currency) or other currency that passes into the Palestinian Territories is done so illegally, and not every dollar that Israel takes out makes it back in.
When the PLA is allowed to have a budget, it goes straight to paying Teachers, Doctors and other Public service workers which by and large do their jobs for practically free. Imagine working a whole year as a doctor, and if your lucky being paid for 25% of it. PLA elected representatives have no salary, which breeds corruption of course, and led to Fatah's defeat in the 2005 elections with Hamas operating on a Anti-Corruption ticket in a different name (and winning, much to their own surprise).
Oh and everyone eats that horrible doughy bread in the Gaza strip every day, because they are prevented from brining in anything else. (And sometimes they prevent even that aid going in).
