No Deal on PATRIOT Act Reauthorization! Key negotiators created a "deal" that failed to meet the most basic civil liberties requirements the grassroots has called for, hence no vote before Congress's Thanksgiving recess. The sunsetting provisions expire on December 31, 2005, if Congress does not renew them. Expect a vote after Congress returns on December 12th. Habeas corpus threatened! The Senate has agreed to a revised Graham-Levin amendment to the Defense spending bill. The Graham amendment would deny Guantánamo detainees their habeas corpus rights upheld by the U.S. Supreme Court in June 2004. The 'compromise' language imparted by Senator Levin would allow detainees to challenge their detention, but only in a limited way in the court of appeals or if sentenced by a military trial to 10 years in prison or death (see the 11/15 Washington Post article for more information).

Torture and abuse: On November 3, the BORDC faxed a letter opposing torture and abuse to President Bush and conferees for the 2006 defense spending bill, cross-copied to all members of Congress. The letter (PDF) was signed by national organizations, local governments, veterans groups and retired military officers (view the press release). MORE>
