The pagoda of Emperor Kan

I was told the pagoda expresses the wife of Emperor Kan.
Dragon is drawn on it, though it can't be distinguished clearly.
The guide explained that the hanging lappet(?) expresses Dragon.
I am explained Dragon went to Turkey and the traces of Atlantis(like Italy)from here through Silk Road.
