Let me tell you about the new legal framework in Canada - it is now okay to be a terrorist, as in someone who gets funding from known terrorists groups, uses that funding to go out and identify targets such as government buildings or christian churches and to build bombs.

It is okay to do all that, and to be a terrorist, up until the time you blow something up. Before today, the security forces had been tracking potential terrorists., to identify and track them, and arrest them before anything could be done.

The FBI has even gotten involved by helping the would-be bombers get their bombs, but ones made useless by the FBI - no more!!

  What has changed?

Senior people in government now declare that election fraud, where tactics such as directing voters to the wrong polling station, or completely non-existent polling stations [i.e. wrong address] IS ALL OKAY - "as long as nobody was actually fooled by it, as long as everybody who was called managed to cast their ballot" - so says Dean del Mastro.

We can now drive drunk, as long as we don't get into an accident.
It is now okay to go into a bank waving a gun around and telling tellers to fill bags with money, as long as you don't actually get the money out the door [as in, perhaps you hear police coming and run away before you get the bags of money].

After all, it is okay to ATTEMPT election fraud, as long as nobody was fooled.

Quote from Dean del Mastro:

  http://www.cbc.ca/news/politics/story/2012/03/16/pol-election-robocalls.html

Del Mastro, who has been leading his party's defence in the controversy over live and automated election phone calls, said nobody has come forward to say they didn't vote because they first went to the wrong polling station [after getting called by people falsely claiming to be from Elections Canada].

"So where are these people? Where are these people? Where are these people saying that I got the call, I went to the wrong station, and then I didn't vote?" Del Mastro said.

"There haven’t been any. No one has stepped forward and said that
."

- end quote -

See? So, there is nothing wrong, everything is fine. Go ahead and plan your terrorist event, nobody will mind, at least not MP Dean del Mastro.
