Hackers on my new Plant Your Dream site; what to do?

Fran, I am in a massive growth spurt and doing real well considering that I am being asked to do more than ever. Someone has hacked into my new Plant Your Dream site. They keep going into my new plant your dream site and adding these Url codes to the bottom of various pages periodically. I imagine this is being down with some program. Can you come up with a solution? Is there a way to stop this? Is is annoying. At least they are not messing with my html.

Is there any agency of the gov that deals with hackers?

Are there any laws against hackers?
