The need to trace animals was made by the confined animal industry – which are, essentially, disease breeding operations. The health issue was invented right there. The remedy is to put animals back on pasture, where they belong. The USDA is scapegoating the small producers to distract attention from the real cause of the trouble. Presumably these animal factories are, in a too familiar phrase, “too big to fail”.

This is the first agricultural meeting I’ve ever been to in my life that was attended by the police. I asked one of them why he was there and he said: “Rural Kentucky”. So thank you for your vote of confidence in the people you are supposed to be representing. (applause) I think the rural people of Kentucky are as civilized as anybody else.

But the police are here prematurely. If you impose this program on the small farmers, who are already overburdened, you’re going to have to send the police for me. I’m 75 years old. I’ve about completed my responsibilities to my family. I’ll lose very little in going to jail in opposition to your program – and I’ll have to do it. Because I will be, in every way that I can conceive of, a non-cooperator.

I understand the principles of civil disobedience, from Henry Thoreau to Martin Luther King. And I’m willing to go to jail to defend the young people who, I hope, will still have a possibility of becoming farmers on a small scale in this supposedly free country. Thank you very much. (applause, cheers)

The FDA's pro-rBGH activities make more sense
in light of conflicts of interest between the FDA
and the Monsanto corporation." Michael R. Taylor,
the FDA's deputy commissioner for policy, wrote
the FDA's rBGH labelling guidelines.
The guidelines, announced in February 1994,
virtually prohibited dairy corporations from making
any real distinction between products produced
with and without rBGH." To keep rBGH-milk from being
"stigmatized" in the marketplace, the FDA announced
that labels on non-rBGH products must state that
there is no difference between rBGH
and the naturally occurring hormone. In March 1994,

Taylor was publicly exposed as a former lawyer
for the Monsanto corporation for seven years.
While working for Monsanto, Taylor had prepared
a memo for the company as to whether or not
it would be constitutional for states to erect labelling
laws concerning rBGH dairy products. In other words.
Taylor helped Monsanto figure out whether
or not the corporation could sue states
or companies that wanted to tell the public
that their products were free of Monsanto's drug.

HR 2749 Authorizes International Take Over of Food Production -

As the USDA has completed the "Listening Sessions" for a mandatory National Animal Identification System (NAIS) and were emphatically told NO NAIS!, Our turncoat congressmen were busy ramming through HR 2749 which authorizes NAIS, and takes control of ALL FOOD PRODUCTION in the United States!

Congressional staffers have been telling people that HR 2749, the Food Safety Enhancement Act of 2009, does not authorize the National Animal Identification System (NAIS). Many organic groups have agreed with them. However, this is misleading. Though HR 2749 does not name “the” National Animal Identification System, it still authorizes the program. It also does not state that it legally authorizes Good Agricultural Practices, or GAP, partially comprising Codex guidelines on traceability and food safety, and the OIE’s Guide to Good Farming Practices including auditing, certification and inspections, disincentives for not participating in the form of fines, penalties, and loss of access to market, but it does. Is it possible that Congress was not aware of what it voted on? The bill was changed three times in a 24-hour period before passing the House 283-142 on July 30, 2009."

Last Thursday, the U.S. House of Representatives passed H.R. 2749 - The Food Safety Enhancement Act of 2009, by a large margin. The bill was substantially amended to reflect concerns from the Agriculture Committee, but many issues raised by organic and sustainable farmers went unaddressed, particularly: making sure standards are compatible with the National Organic Program; addressing conservation practices; and scale-appropriate standards and fees. On the floor, Congressman John Dingell, principal sponsor, agreed to address the organic standards and conservation practices in the final bill. Action now moves to the Senate, where S 510 - The Food Safety Modernization Act, will be the prime legislation. Meanwhile, the Food and Drug Administration (FDA) released draft guidance documents for leafy greens, melons, and tomatoes on Thursday. These are open for comment for 90 days. MOFGA will organize a meeting to discuss them prior to submitting our comments. There is a major emphasis on sanitizing washes in the leafy green standards -- essentially recommending dilute bleach to wash greens before selling them. This is an example of standards that need to be scale-appropriate. See amendments to H.R. 2749. See FDA guidelines. S 510 is not available for viewing online at the moment.
