That sums it up the way I understand it, but much better than I could ever say or word it.

Just like there are consequences for a child that disobeys their parents, there are consequences for disobeying our Heavenly Father.

God will deal with us all. For those that do not believe or mock and scorn Him, they may not think so now, but there will come a time they will fear Him, but it may be too late. :(
