you may want to help your father/step-mother by calling Jewish Family Service in L.A. and asking if they can assign a social worker to them to go out and interview them to see what kind of social services they are eligible for--housekeeping/meals-on-wheels/attendant care/bath aide for your step-mother and financial aide if they qualify for it. Is she able to get to the doctor's? If not, maybe call the doctor and ask that he send out Home Health service, Medicare pays for this, and a social worker can be assigned from Home Health as well to see what services are needed, as well as a nurse and a bath aide. That's what I did for my dad when he refused to go to the doctor's but needed medical attention.
