I'm not sure--I looked up stuff on the internet but couldn't find specifics for these particular babies, but I believe these babies are part of a captive breeding program to make sure the infants survive. The newborns are extremely tiny and hairless--look kinda like rats--and at some point they are taken from the mothers to be raised in captivity. I don't know if and when they are returned to the wild. It is sad, but I think it's China's way of trying to preserve the species. I put some more information up on this blog about baby pandas.
