eye rash

itchy swollen eye rash which reoccurs daily. It also is on my neck where it is gone for the moment

After the outbreak, the skin gets dry and flaky. What to do, It was tested for Lupus, but blood and urine tests are negative.

What to put around eyes which is safe.
