In the "Four Pillars of Constitutionalism" Richard Cox cites excellent sources for the original and re-affirmed thinking on the purpose of government. One example is regarding the speech that was delivered by Representative William Lawrence (Rep. Ohio) in defense of the civil rights bill that was introduced in the 39th Congress. The speech that was assessed by Alfred Avins, (editor of "The Reconstruction Amendment Debates") as the "best exposition of Republican legal theories" that supported this bill. Congressman Lawrence said: "Legislative powers exist in our system to protect, not to destroy, the inalienable rights of men."

American Consitutionalism rests on four pillars: the Declaration of Independence; the Articles of Confederation; the Northwest Ordinance of 1787; and the Constitution. These fundamental documents, which have the collective title "The Organic Laws of the United States of America", are the first section of THE UNITED STATES CODE, the official text of the statute laws of the federal government. The 70-page introduction of this book traces the history of the official versions of our federal laws. It shows that the "organic laws" section has stood as a noble preamble to the official version of our federal laws virtually all of the time since 1878. Notes:

[1] I have my copy of the "Four Pillars" and enjoyed reading it. Now I feel compelled to read it again in light of this statement declaring: "the Constitution as the ultimate 'organic law'". In the meanwhile I would say that I question this declaration based on the fact that the Constitution of September 17, 1787 was never fully adopted as required with oaths "to support this Constitution" as per Article VI -

"The Senators and Representatives before mentioned, and the members of the several state legislatures, and all executive and judicial officers, both of the United States and of the several states, shall be bound by oath or affirmation, to support this Constitution ...":
