Lawful powers regarding Public Health

Public Health is essentially up to the states and that "power" was never delegated to the federal government in the Constitution. Public Health is very much a local affair. It does not need to be federalized but besides it never was lawfully federalized..

In California it is legal to sell raw milk. The federal government has no truly lawful basis to be involved directly or indirectly in any "public health" concerns about raw milk in the California Republic! They can lord it over DC, the federal territories and anything else they own.
