Photoshop Elements Glitch! Not Now! I am on a deadline!

Hitting a glitch with Photoshop Elements.
Something is happening that does not usually happen.
It is happening at a time when I am feeling deadline pressure.

I started to work on the Mark Victor Hansen photo assignment.
I am prepping old photos that were originally taken at the one
year anniversary of Book One.

Yikes! I am attempting to make a Montage that would help
get this project to the next level as imagined.

I have never had a problem, as long as I remember,
resizing a photo when I copy an image over to a blank file.
This allows me to add text.

Am I doing something wrong???
What is the Glitch here?

I was up too early this morning.

I need to be Up for the Housemeeting tonight.

This is bothering me.

Do I contact Adobe elements????

I have done that once or twice.

They give good Technical Support for Photoshop Elements.
I did not have to pay for it last time.

FYI:

I learned today that the word Glitch is a Yiddish word!
I had no idea:
glitch

Or glitsh. Literally “slip,” “skate,” or “nosedive,” which was the origin of the common American usage as “a minor problem or error.”

To select a layer
Any changes you make to an image affect only the active layer. If you don’t see the desired results when you manipulate an image, make sure that the correct layer is selected.
In the Editor, do one of the following:
In the Layers palette, select a layer’s thumbnail or name.
To select more than one layer, hold down Command and click each layer.
Select the Move tool , Control-click in the image, and choose a layer from the context menu. The context menu lists all the layers that contain pixels under the current pointer location, and all adjustment layers.
To select layers interactively as you use the Move tool, select Auto Select Layer in the options bar. When you select this option, the Move tool selects the topmost layer containing opaque pixels under the pointer.
