Ashford asserts that many children and adolescents are capable of being informed consenting partners in romantic relationships, and that such relationships can be based on mutual romantic and emotional, not necessarily sexual, connections. As such, according to him, adult-child romantic involvement is not in itself a form of child sexua| abuse.
