On this we agree! I'd also lay blame on FEMA as disaster relief on this massive scale is supposed to be their job, and on the Bush Adminstration for cutting disaster relief funds, and cutting funds for wetlands restoration, and cutting funds for levee-shoring-up, and...as a bleeding heart liberal Democrat, I could go on and on bashing Bush, but, then again, we agreed to disagree, right? :)
